Abstract:
With the steady improvement of China's education and technological capabilities, the scale of procurement of large-scale scientific instruments has continued to expand, which poses new requirements for the open sharing of large-scale scientific instruments. How to optimize the allocation of large-scale scientific instrument resources to improve their efficiency and sharing level has become an urgent topic for managers to discuss in depth. As the primary link in the instrument procurement process, the duplication checking and evaluation can fundamentally solve the problem of duplicate instrument procurement, make the allocation of instrument resources more scientific and rational, and promote the collaborative construction and open sharing of scientific and technological resources. In view of this, taking Zhejiang Province as an example and considering its current situation in the duplication checking and evaluation of newly purchased instruments, the study analyzed existing shortcomings and proposed the strategies such as "digital empowerment to solidify evaluation foundations" "coordinated software-hardware development to enhance evaluation effectiveness" and "establishing performance tracking mechanisms to strengthen result utilization". These proposals aim to provide a method for effectively promoting the duplication checking and evaluation of newly purchased large-scale scientific instruments.
