Abstract: Duplicate checking and evalution is an effective way to avoid the repeated purchases, improve the efficiency of fiscal fund utilization, and promote efficient use and open sharing of instrument resources. The content of duplicate checking and evalution were analyzed, including the necessity of purchase, the possession of similar instruments and equipment, the advancement of the functions and indicators of the applied instruments and equipment, the supporting conditions of the experimental team and physical facilities for applying unit. Simultaneously, combined with specific cases, the principles of duplicate checking and evalution were analyzed, providing a demonstration for each subscription unit to apply for the purchase of instruments and equipment, and accurately judge whether the subscription should be carried out according to the review principles. It provides a support and reference for the evaluation experts to better grasp the evaluation scale, and also provides ideas for the implementation of the review and evaluation institutions to further improve the review and evaluation work.
